Sacramento Trip 2025

Earlier this year, the Chino Valley Chamber of Commerce representatives Zeb Welborn (CEO/President) & Julia Cabrera (Community Engagement Director), alongside CVCC members Chris Flores (Council Member, City of Chino), Henry Miao (Owner of Henrial Corp.), Daniel Enz (Government & Community Relations, Kaiser Permanente), Barbara Hale (Executive Director Sycamore Academy), and Rhonda Brogdon (CFO of Servpro Chino/Chino Hills), had the pleasure of visiting Sacramento to discuss legislative priorities & request program support from different legislative officials.

The delegation met with Jennifer Barrera (CEO of the California Chamber of Commerce), Ashley Hoffman (CalChamber Legislative Affairs Lead), Senator Kelly Seyarto’s Office, Senator Susan Rubio’s Office, Michelle Rodriguez (Assemblymember), and the Capitol Director of Assemblymember Philip Chen. Their high-level engagements underscored the delegation’s commitment to fostering strategic partnership and advancing policy dialogue that supports the economic vitality of the Chino Valley region.

Matters of Discussion

Legislative Priorities + Policies

Strengthening the workforce, business, and economic growth across the Inland Empire is the Chamber’s main priority. For this reason, our stance on the following policies is as such:

  • SB 84: Support – Reform to reduce abusive ADA accessibility lawsuits.
  • AB 1234: Oppose (Unless Amended) – Adds administrative burden in wage dispute resolution.
  • SB 74: Support – Infrastructure Gap Fund to cover unexpected costs in public projects.
  • SB 360: Support – Updates Prop 70 land use regulations to support regional development.
  • AB 415: Strongly Support – Expands resources for small businesses and entrepreneurs.
  • SB 78: Support – Invests in highway safety infrastructure.
  • AB 63: Support – Restores tools to address loitering near business corridors.
  • AB 380: Oppose – Limits price gouging enforcement to a 10% cap during emergencies.
  • SB 784: Oppose (Unless Amended) – Extends contract cancellation periods, impacting business stability.
  • AB 489: Support – Prohibits AI systems from misrepresenting themselves as licensed health professionals. Safeguards patient trust and ensures ethical, responsible use of AI in clinical settings.
  • AB 84: Oppose – Overreach that would impose costly, bureaucratic mandates on every charter school in California.
  • TARIFFS: The Chamber recognizes the critical role international trade plays in sustaining California’s economic vitality and global competitiveness. The Chamber is in support of efforts to strengthen the domestic industry and has recognized the impact in which recent tariffs have affected local industries.

Upskill Chino Valley Support Request

The Chamber has submitted several proposals to key legislative offices seeking support for regional workforce development, entrepreneurship, and economic growth initiatives. These proposals aim to:

  • Expand workforce readiness programs, job fairs, and youth career pathways
  • Strengthen business attraction, retention, and regional economic planning
  • Support veterans, underserved communities, and emerging leaders
  • Foster entrepreneurship through mentorship, pitch competitions, and training

2025 Economic Forecast

HOSTED BY THE REGIONAL ECONOMIC COALITION

This year’s Economic Forecast took place on Thursday, August 21st from 10:30 am to 1:30 pm at the Eagle Glen Golf Club located in Corona. The insightful event was led by Dr. Christopher Thornburg, one of California’s most respected economists. He discussed pressing key issues like the impact of tariffs on local businesses, housing and development trends, as well as the immigration dynamics affecting Riverside, San Bernardino, and Orange County. Our attendees gained expert analysis on the economic forces shaping our communities, as it was in partnership with the Yorba Linda, Brea, and Corona Chambers of Commerce.
